Unlocking map regions in The Legend of Zelda: Tears of the Kingdom is crucial for locating hidden secrets, landmarks, and high-altitude sky islands. When you first reach the Popla Foothills Skyview Tower, you will notice that its primary activation terminal is completely unpowered. To restore functionality to this crucial fast-travel point, players must embark on a quick rescue mission beneath the surface of Hyrule.

Investigating the Missing Mechanic

Your journey begins right outside the entrance of the tower, where you will find the nearby Popla Foothills North Well. Dropping straight down into this well allows you to hear the faint voice of an NPC calling out for assistance. Following the sound through the dark corridor reveals a repair worker named Elmerson, who has accidentally trapped himself behind a heavy iron gate.

Elmerson explains that he cannot repair the broken tower console above until he is safely released from his cage. Because there are no interactive levers or switches inside the well itself, players must find an alternate entrance to the underground chamber. You will need to leave the well by utilizing Link's handy Ascend ability or by simply climbing back up to the surface.

Locating the Excavation Site Cave

To reach the opposite side of the prison bars, sprint directly south from the tower and drop off the edge of the small cliff. At the base of this rocky hillside, you will spot the open entrance to the Popla Foothills Excavation Site cave. Stepping inside this reinforced stone tunnel will lead you directly to the reverse side of the trapped worker's cell.

Once you make it to the end of the cave passage, you will see a prominent stone pressure switch embedded in the floor. Simply stepping onto this square floor pad will immediately trigger the mechanism and lift the heavy iron gate. The newly freed mechanic will express his gratitude by gifting you fifty purple Rupees before heading topside.

Activating the Skyview Tower Terminal

With his freedom fully restored, Elmerson quickly runs back up to the surface to take care of the broken machinery. Use the Ascend ability one final time to pass through the cave ceiling and return to the main building area. Approach the fully repaired terminal pedestal inside the structure to officially register the new fast-travel waypoint.

Interacting with the active terminal launches Link high into the clouds to scan the surrounding geography. This action permanently unlocks both the surface and sky map layout sections for the expansive West Necluda region. Utilizing these newly mapped landmarks makes navigating towards the southern reaches of Hyrule significantly easier for future exploration journeys.
